Degree in Law from the Faculty of Law of the National Autonomous University of Mexico. Masters in international Economic Law from the University of Warwick (England). Diploma in Business Law and Diploma in Applied Economics, both in the Instituto Tecnológico Autónomo de México.

He participated in the negotiations of the new Federal Law on Economic Competition and in the elaboration of the Regulatory Provisions of the law, as well as various provisions, guidelines, and guides of the Federal Commission on Economic Competition. He participated in drafting the amendments to the Federal Law on Economic Competition (2006), and the Regulations of that law (1997) and was part of the negotiating group of these reforms before the Legal Department of the Federal Executive and the Congress of the Union.

He has litigated before the Supreme Court of Justice of the Nation and the Collegiate Courts relevant matters in economic competition.

Consultant in Competition Law and Regulation within the framework of the agreement between the Organization for Cooperation and Economic Development and the Ministry of Economy with the Federal Competition Commission to examine the regulations and their effects on competition of key sectors and issues for the economy and develop recommendations to promote competition in Mexico.

He was proposed by the president of Mexico to be part of the Plenum of the Federal Economic Competition Commission and ratified by the Senate as Commissioner for the period 2013-2019.  Founder of the firm De la Torre, Rodríguez, Leroux & Moguel (2011-2013). In 2008 he joined Larena, Trevilla, Fernández & De La Torre. Director General of Legal Affairs of the Federal Economic Competition Commission (2001-2008).

From 1993 to 2001 he held various positions in the Federal Competition Commission in the Legal Affairs and Mergers Directorates. He worked in the legal area of Ubica Bienes Raíces, S.A. de C.V. and Roberto Casas Abogados, S.C. and Noriega y Escobedo, S.C.

He was professor of International Trade at the Universidad Anáhuac del Norte and in Economic Competition Law at the Universities Anáhuac del Norte (Diploma), La Salle (Master), Panamericana (Bachelor and Master), ITESM, Tecnológico de Monterrey, Mexico City (Master), Postgraduate Studies in Law (Diploma) and ITAM (Diploma). He has been director and advisor in various professional theses.

He has lectured in Mexico and abroad and has several publications on economic competition.
